An Evidence Hierarchy is a structured approach for evaluating the relative strength and reliability of different types of evidence used in decision-making. Rather than treating all information equally, organizations assess evidence according to source credibility, methodological quality, independence, reproducibility, and relevance to the business question.
For example, systematic primary research supported by multiple independent data sources generally provides stronger evidence than isolated customer anecdotes or individual expert opinions. Likewise, validated operational data may deserve greater weight than assumptions or informal observations when evaluating strategic alternatives.
The hierarchy should remain flexible because the strongest evidence depends on the context. Qualitative interviews may be more valuable than large datasets when exploring emerging customer needs, while statistical evidence may be more appropriate for estimating market size.
