Definition
Organizational Culture is the collection of shared values, beliefs, behaviors, norms, and expectations that influence how people think, collaborate, make decisions, and respond to change within an organization. Culture shapes everyday behavior even when formal policies or procedures do not explicitly prescribe particular actions.
Culture develops through leadership behavior, organizational history, incentives, communication, recruitment, learning, and daily operational practices. It influences innovation, accountability, collaboration, customer orientation, ethical behavior, and organizational resilience. Because culture affects how decisions are interpreted and implemented, it often has a greater impact on long-term performance than formal organizational structures alone.
Strong cultures are not necessarily uniform. Effective organizations create cultures aligned with their strategic objectives while encouraging learning, constructive disagreement, and continuous improvement.

Strategy defines where an organization intends to go, but culture largely determines how consistently people move in that direction.
