Return on Expectations (ROE)

Definition

Return on Expectations, commonly abbreviated as ROE, is a performance evaluation approach that measures the extent to which a project, initiative, investment, or organizational change achieves the outcomes originally expected by key stakeholders. Unlike Return on Investment, which focuses primarily on financial performance, ROE evaluates whether strategic, operational, customer, or organizational objectives have been realized.


Expected outcomes may include stronger customer satisfaction, improved employee capability, faster decision-making, increased innovation, improved collaboration, digital maturity, or enhanced competitive positioning. Because many strategic initiatives create value that cannot be measured solely through financial returns, ROE provides a broader perspective on organizational success.


Effective ROE begins before implementation. Organizations define expected outcomes, establish measurable success criteria, identify stakeholders, and determine how achievement will be evaluated after implementation.
